TEXT with BALLOON or TEXT with BORDER

Is maybe one of you know who to put Balloon or border on a TEXT by directly typping a specific sequence..

Can someone explain In Draft-Dimensioning: how to enclose the Dimension text with open & Close brackets. Eg: 123  --> (123).

Its working. But how can i remove the space in between. ( 123 )-->(123) ?

as I know PDMS cannot do that unless the dim is not codeword...
