Microsoft recently made changes to Hotmail. They changed their SMTP server when they transitioned from hotmail.com and live.com to outlook.com. The old server was smtp.live.com. The new server is smtp-mail.outlook.com. If you haven't already done it, you also need to enable POP on your Outlook.com account.
When you are ready, then you need to open Project >> Email settings from the InduSoft Web Studio ribbon menu and configure it similar to the following,

The other thing I needed to do was to use port 25 and not 587. The instructions on the Microsoft web site says you can use port 587, but it does not work for me.
