The following steps should work to properly open a .chm file (see pictures):
1) Download the file to your desktop.
2) Right-Click on the file
3) Select the "General" Tab.
4) Push the “Unblock” button
5) Push “Apply”.
The file should work now, and can be saved to an alternate location as needed.
