I have seen Derek's specon editor before and it works really great.  It will enable you to quickly populate a spec without using too much text editing.  It is based upon the branch chart defined by engineering.

PDMS 12 is going the similar route but you will have to wait for a while for bugs to be worked out.  

So if you have a current project and are the cats/spec person, this will save you a lot of time.
