"Access Control out of scope"

I have e problem in a Engineering list, i have a user who have an error :[TABLE]

do you know what "Access control out of scope" error mean ?

Check with Administrator if ACR (Access Control Rights) are ON or OFF.

If ACR are ON, then check with Admin to modify Rules accordingly.

problem resolved : I add ACR on the user
