The error on starting MDS is a missing item which may also point to a problem with the MDB configuration (a database missing perhaps?)
The error on exit from PDMS looks like a missing folder (/%PDMSUSER%\des-tts-DESIGN ) but that is more probably a configuration problem as well because that name would normally be a FILE nor a FOLDER.
I would suggest that you double check your set up, folder paths, environment variables, PMLLIB/PDMSUI settings against the recommended settings in the AVEVA manuals or in the supplied AVEVA batch files...
