Washer iso representation inconsistency on isometric

I have got a requirement for studbolts that have bolts with 2 nuts and 2 washers for each bolt and within the same spec there is a requirement for cap screws with a single washer with each cap screw

When I run an isometric, the studbolts connections display on the isometric as expected, for example F4 G6 B8 B11 B12 where F4 is flange G6 is gasket B8 is studbolt  B11 is nuts and B12 is washers.

When i run and isometric with both studbolts and cap screws on it the isometric displays F4 G6 B8 B11 B12 for studbolts and F4 G6 B9 B10 B12 for cap screws, where B9 is capscrew B10 is a different length capscrew and B12 is washer.

However the BOM displays F4 as the flange G6 as the gasket B8 as the studbolt B9 &B10 are the capscrews B11 as the nut B12 as the washer & B13 is also the washer, although the washer is identical on both bolting connections.

The washers have the same Spref and are from the same bolting spec. The quantity is correct of the washers but how they are labelled in the iso drg and the BOM are different. The label on the drg is the same number but on the BOM there is 2 entries with different numbers.

The butterfly valve in this instance gets called as no 14 on both the iso and the BOM

Any ideas why this is occurring?
