It may depend on what exactly is being exported, as well as which export tool you use. In general the more complicated primitives (particularly those with holes in) will exported as surfaces, or even facetted models.
Export DGN uses Microstation "solid-like" primitives such as capped surfaces when it can but will also fall back to facets in some cases.
