I do not see a thread with this information (did not come up after searching) regarding the Command line interface for creating a Navisworks NWD File, from a PDMS RVM File...

With Navisworks Review 2009, i was able to create a NWD File from a RVM file through the command line interface. Works great, and saves having to open the app, open the file, and perform a saveas. I won't post the code that I wrote to do this (since I wrote it for my company) but I will post the Navisworks syntax.
where Argument 1 is the switch for File command line processing, Argument 2 is the New Navisworks file you want to build, and Argument 3, 4, etc... are the files you are wanting to convert or merge.
It will allow you to merge 2 or more RVM files into one NWD.
From a batch file, or from Start - > Run... (I am assuming the install path to Navisworks - yours may be different)

Terrific information and you have shared it when perhaps it was unknown (since it was un-asked). There's a bit of functionality in navisworks which lets you schedule (windows scheduled task that is) the rvm file conversion. So if you set schedule by creating RVM files using *.bat files (and set Navisworks to read those RVM) then you have good routine of generating review files (which may run in the night) and available first thing in the morning.
the best way for view the RVM from autodesk ans extract RVM to FBX is Autodesk Navis Work Manage 2012
just open the navis work 2012 and you can directly open RVM file and you can modify it or export yo FBX format

I have one thing to ask for you about converting rvm to nwd,
is there a command to set nwd to lower version? Let say for example .nwd 5 version.
And also, can it be done using command prompt like what you had post?

Try to search for a command line switch for the command line option in converting rvm to nwd. But I think they don't have that switch you are looking. You better ask directly ask navisworks support because maybe it is undocumented.
