I´m sorry, but that´s simply not true. Of course it´s possible to export OBSTRUCTION and INSULATION into a RVM file.

The current (DESIGN / Graphics mode) representation settings will be exported into the RVM file when the export option "EXPORT REPRE ON" is used.

Or did I understand you wrong - and what you wanted to say is, that you are not able to export OBST and INSU to RVM?
