Maybe you can delete owne(STRU) of SUBS and re-create FRMW with SCTN?

Its a pity but without MDS licence you can't create\delete this(SUBS etc) type of elements :(

Message itself is showing what is problem.. It seems that it was created with MDS and if it is so then it cant be deleted with general delete icon. Either delete it properly using MDS application or use 'Delete Stru' command.

Try deleting the stru in commandline like below command,

DELETE STRU

It will work.

Very true sir , how it can be resolved , also i dont have mds licence , as i dont want create a panel for plate  , i use box pirimitive ( multiple ppoints)

Check the purpose of your zone. May be it's set to 'SUPP'
that's why you are not able to delete the elements. Unset the PURP of Zone and try
