Could you please help me for Creating
SDNF file from PDMS model.

Through the use of the Explant package it is possible to export your files in ".dgn" format in 3D version.
These files are supported by Teckla

You need to use Aveva Open Steel.
Add-on for PDMS to be downloaded and installed.
It needs a specific license.

Thanks Mr Stefano C for your prompt reply
but the dgn file is not sensitive one

So I got a simple solution for this
just create rvm file then export to fbx format and fbx format can open in dgn dwg whatever you want
