If by rebuilding you mean you need to remodel your catalog then answer is no. The method of referencing information changes as the bolting method changes.
You can make use of previous SBOL & BLTAs.
In case of new bolting method, you will have to set BLRF attribute on flanged component SCOMs which will point to BTSE.
You will also have to create Bolting Specs. Once preparation of Bolting spec is finished then on the main Pipespec set BLTM attribute to NEW and point Bspec to the Bolting Spec created.
New Bolting preparation work may seem little longer but in longer run it will save you time.
Caution: You might be aware of this. You can have specs using OLD bolting and NEW bolting in the same project but in design a branch should not use mix components which are using different bolting method. Isometric doesn't run successfully in such cases.

if the bolting references is already set as NEW method, then you will also change the BLTMETHOD of you piping spec to NEW. I think if it is leave blank it will designate as OLD method.
