Piping menu tab doesn't work

Hello Aveva world , 

I have installed FIX 3.1.3 but the issued still the same. I have checked the Project tab in option , what I found in discipline piping and structural was gray off means it 's doesn't work. Any suggestion will be highly appreciated because I am rung out of time.  Thank you in advance .

Any specifications added piping or structural by default, usually from ACP, APS.

sometimes no specifications also greyout the fields like piping etc.

Yes I have loaded all projects and I am sure the both machine setting and installed everything the same but one it got this error.
