If you need to create the proper SLAB element then follow NEILD's tips.
If you need to create description texts of SLAB as for the Aveva supplied SLAB libraries, then you need to create backing sheets.

Adding Annotation via a Backing Sheet
When you create each SYTM, you effectively define its origin with respect to its component
outlines. It is helpful if users can see where this origin is, but you may not want to make an
origin marker part of the selectable symbol instance. Similarly, you may wish to add a
descriptive name to the SYTM, as displayed on the LALB sheet, in such a way that the
name does not form part of the selectable symbol instance. The solution is to position the
origin marker and descriptive name on a backing sheet that is displayed with, but does not
form part of, the LALB sheet.
SLAB means symbolic label, it has an attribute named TMRF when used in your draft drawing.
Once you have created SYTM in the symbols library you can add this as a slab to your draft drawing, once added Q TMRF and it should display the name that you gave your symbol in the library.
What means "Then in design you set a SLAB TMRF to the name of the SYTM" ?
I tried to rename SYTM to "SLAB TMRF" but I got error "name can't include spaces".
SYLB is a SYmbolic Label. You define it in Draft Admin. Then in Draft you will create a SLAB that will reference the SYLB.
LALB is a LAbel LiBrary. It is an administrative element that may contain one ore more SYLBs.
