As I test I've tried to draw a PIPE and a BRANCH with neither the HEAD or TAIL in the view and it still draws the centerline. I believe SCTNs do the same thing, it'll draw the centerline or the member line no matter where it starts or ends. Inside or outside the view. Something with these CWAYs draft doesn't like.
do you find solution for this? i have same issue now, if cway head is not in view limits Cway is not visible in view generated.

It is a known bug.
There is an internal Support Incident opened and pending to be solved.
It will be addressed in one of the forthcoming fixes.
