DRAFT: Circle Hides Structural Design Members Underneath

I drew in a basic circle to use as a Detail call out and the Circle Hides Structural Design Members Underneath it. it doesnt hide text and dimensions ive added but does hide the design members.

How do I change it so that it allows the design members underneath the circle in draft to show up?

Figured it out...

Went to the VNOT layer and set "Blnk false" and it worked. it was set to "Blnk true"
