hot to create an outl using the command line

Hello.

how do we create an outline using the command line. I tried new outl def @ but it does not work. It works for stra but not for outl.
the error said (64,135)  Cursor input invalid at this stage. In line 5 of Command/Form Input.

This way:
NEW OUTL NEW VRTX AT@ NEW VRTX AT@
