New Lable creation solutions required

Dear Friends,

I have created new lable User_Equip_Labs and it purpose has set to 'EDI'. How to make default this layer when labeling?.
When I tried to Labling selecting, its navigates to User_Labs. Please let me know how to make this default while lableing ....

I guess you have to enable the layer toolbar while doing the labelling
