make a list of all sites in design and use the list in draft drawlist.

you have a provision of list for drawlist

You can also create the list of Sites in Draft, so no need for a trip into design

Is it possible to collect the atta between the elevation 120' to 140'
what is the syntax for that?

if you mean Elevation as Up coordiante then
var !getAtta COLLECT ALL ATTA WITH ( ATTRIB U GT 120 AND ATTRIB U LT 140 ) FOR CE

not sure what you mean. Elevation is so global term ...
