I would suggest you to have:
One LIBY for One whole DRWG.
In this LIBY, one DLLB i.e. Drawlist Library
In this DLLB you can create number of IDLIs.
Then create sheet in the drawing and assign the drawlist reference.
So while creating new sheet, previous sheets will not get affected.
