Here is the same question , when I navigate this element in design Explorer , navigation failed Error will be in this screen .
Is this what is the reason ? Model is missing ?
May ur design took changes and not updated into DRAW.

As I understood the vscan method is searching everything visible in the view. I'm currently using it for labeling all sort of elements in the marine drafting. Everything that is in the drawing explorer will be collected using vscan, but if it's not visible on drawing it will not be collected. I believe problem with Your drawing is that Your structure lost its reference or user made a "picture" of the drawing part so its just a "dead" image that doesn't have any data behind it. I have attached the picture of commands I'm using for tracking the structure on drawings. Hope this helps.
