move PDIM in Draw

Hi All,
I have a big bend Radius = 300M , which I have to dimension using PDIM.
How can I move the dimension with command line (as PDIM creation is part of macro). in PDMS, I could use modify@ command.
I am not able to figure how to use modify@ command in E3D.

And what part of PDIM u want to move, because i think u can move only text and of course angle of PDIM

for a big bend PDIM would sit outside Sheet limits , then modify @ is useful to place PDIM on 2d Cursor click within Sheet limits. I want to use same feature in E3D 2.1

Modify @ command seen not working, u can only change dtoftx or dtratx attribute for change text position, but i dont found a way how to change these via cursor.
