Drawlist Management Form not loading

The Drawlist Management Form does not load after I click the "Manager" button in the FORMAT 2D tab...E3D hangs instead.

My project has over 218 SITES and 962 DEPTS...I created an MDB with 33 DESIGN SITES but the form still does not
load...some of the DEPTS still have SHEETS that haven't been UPGRADED to DRAW....should these be excluded from the new
MDB?

Any other suggestions!

We're using E3D 2.1.0.27.
