    another note: also when DBlisting the SPEC, and import it with a new name it is also read only in the modify spec form

    If you have empty SELEs that form will load the spec in read only mode.

    In 12.1 we have more conditions then in 12.0:
    DBWRITE is TRUE
    QUES  OF SPEC eq 'TYPE'
    QUES OF SELE NE ''
    TANS OF SPEC MEM NE ''

    Thanks everyone for the replies, it worked by creating report to find the empty SELE ( types SELE with QUES EQ '' columns NAME QUES hierachy CE ) . The delete the empty sele and it works fine.

    HI 

    1-SELECT YOUR SPEC

    2- GO TO UTILITIES > STANDARD REPORTING > QUICK REPORT

    3-FILE=EMPTY TYPE=SELE WITH=MCOUNT EQ 0 COLUMN=REF HIERARCHY=/YOUR SPEC

    4 APPLY

    5-IN COMMAND WINDOW SELECT REF AND DELETE IT

    6- CLOSE AND OPEN FROM MODIFY SPECIFICATION MENU AGAIN

    7-FINISH
