Error (17,4) Cannot Create SPCOM or SELEC

Hi All,

I tried to insert new item in selected spec. However this error happen -Error (17,4) Cannot Create SPCOM or SELEC- and i dont know what is the problem with this.

Anybody here can help me with this error?
