    Pitch,

I reset my server and now I can able to enter into Paragon. It is strange  but now problem is solved. but still I want to know what is exact problem and what is solution?
Re-configuration is the solution for this kind of error?

The message says file in use.
Try making the DB MASTER/PIPECATA multiwrite

If you close/kill a PDMS console application, it may continue to run in the background as a hidden process without window.
That would still keep the database files open, even if you expunge users.
