If I remember correctly, that project is an 11.2 project. You can't upgrade directly to 11.6, you have to first upgrade it to 11.3, then 11.4 then you can open it up in 11.6. Also make sure that username and password is a Free user, not a General user.
I think the only upgrade needed is from 11.2 -> 11.3 then from 11.3 through 11.6 no upgrade is needed, ie pdms 11.6 can open versions 11.3 and upwards. Search for Aveva product bulletin on how to upgrade.
