I think the only upgrade needed is from 11.2 -> 11.3 then from 11.3 through 11.6 no upgrade is needed, ie pdms 11.6 can open versions 11.3 and upwards. Search for Aveva product bulletin on how to upgrade.
Actually, you could upgrade directly from 11.2 to 11.6.
