You can always try calling your local AVEVA support office.
Is this problem with a slow start specific for a particular project or for PDMS in general? Is it a general problem for all users, just you or all users in a particular floor of the building?
If for a project, then is it a big project with lots of databases?
Have the databases been merged in order to reduce the size? What about the contents of the project? (e.g. 'normal' design objects or are there polyhedrons (e.g. from the use of Implant-i?)

If you are running global, sometime updating/syncing can cause freeze. I ran into this on 11.6, and it was fixed in a later patch. Not sure if this happens in 12.
Assume you have access(admin) to the PDMS file server where the db files are stored, you can right mouse click over My computer (assuming windows NT), under system tools -> shared folders -> Open Files, you should be able to see how many files are open. Sort them by "Open Mode". While PDMS offers multi write access by users, the individual db are written sequencially (ie one user at a time). This is where you can see if one or many user who is opening the file for write for an extended period of time.
You should be able to hone in to the problem using the above steps and then discuss with your IT on how to resolve this. Getting a 1Gigabit Lan connection, changing cisco switch, putting users on the same segament of the LAN can all be options but you will need to pin-point/document the issues before discussing with your IT hardware experts (who usually will deny there are any problems with their network).
