The file is not broken. I was able to download and restore it in Citect v5. For newer Citect/Plant Scada releases, it may be easier to refer to TN28775.
Sorry, the technotes have been renumbered a few times. I'm not sure which article that is now. There are brief examples in the Citect help pages for the SQL functions.
