User Login Redundancy

Citect 5.21g or above

Description
This cicode replaces the built-in users database with an external one. This allows users to be modified in the runtime even with multiple servers and multiple projects and the changes take effect immediately. Redundant user databases are kept in sync. Passwords are encrypted.

The code could be copied into older versions of Citect as well.
