If (Tag.Avg (ZN.DAMPER.COMMAND) > 90% for 1 week then Insufficient Flow Capacity Error. Use Analysis Tag for conditional average.

OR

If (Zone with Max Damper Position is constant for 80% of the time during a week) then mark zone as driving zone
