AVEVA VPE P&ID sits on top of AutoCAD and has been part of the VPE (Vantage Plant Engineering) package. de-ding led you astray by saying that it interoperates with PDMS - it doesn't do so by itself. In order to port data from the P&ID using VPE, one requires Model Object Manager and Connectivity Manager. The job of model object manager is to map objects, their types and names from VPE into PDMS. Then Connectivity Manager can create the P&ID elements in PDMS and report and display any differences betweeen them. As with other complex tasks, this requires training, and implementation is better when people are knowledgable about the elements being mapped, as well as knowledge of PDMS.

Later this year, AVEVA and Autodesk will be announcing new P&ID products and new approaches to working with P&ID's and PDMS seperately or together.
If you're going to one of the ISEIT conferences, or if you ask your AVEVA Account Manager about this, you'll learn more.
