It'd depend on how you are planning catalogs in general.
If you are planning to make dataset or planning to keep Bolting thickness on a specific parameter then you can create BTSE in separate hierarchy. Then you can set BTHK parameter to expression like PARA 5 or PROP BTHK
But if this is difficult and the information is at varied places then you will have to use BTSE under CATE concept. This is easier to copy from Project to Project if you need to.
Also you can make use of Noff attribute on BTSE. It may not be necessary to make BLTPs in all cases.
