The attribute OSRF points to an OVER type element, not to a file. You can create your own OVER without administration rights. This OVER should also have a VIEW member that can be modified by the normal way.

What I used to do was creating a new OVERLAYER and then set the file(osrf) to the one that PDMSadmin created for me.

This is the other way to create Key Plan if user don't have admin rights.
1. Create Key plan in Autocad and locate it exact in your title block.(same title block in draft)
2. Delete the title block and remain the key plan.
3. Appload the (.isp) files and type PDMS_SHEET (procedure same like to create a backing sheet)
4. Modify the .txt file and compile all notes under one NOTE only.
5. Run $M the .txt file under SHEE level and naming your NOTE as XXX(DWG NO)/S1/KEYPLAN
6. Run the .txt file in every sheet that use same key plan.
you have to create overlay per sheet and per area..
ex. your backing sheet is A0(this include already the keyplan), and your keyplan have 10 module or area..you have to make 10 overlay. same with other sheet, A1, A2 A3...
