How can I create a keyplan ?

Right now, when I create a keyplan. It has to be done by the PDMSadministrator first.

What I used to do was creating a new OVERLAYER and then set the file(osrf) to the one that PDMSadmin created for me.

Is there any other way that I can do by myself ?
