You can do it in Aveva E3D Draw module.
You can not in Aveva PDMS Draft module.

I had a discussion with an experimented developer. I had same question.
He assured me, it was not technically possible.
Why? Because the Draft Engine does not support the JPG format (it's support only vectorial format)


So there is software for transpose a JPG format in DXF. But their softwares are not powerful enough (I only tried free)

I just want to insert a table from Excel (but formated table with complex things as merged lines etc ...)

You don't have AutoCad? Because for a table from Excel, I think it's a better idea.
