I am guessing that your label uses the intelligent text for this, is that correct? In that case you will have to change the description on the equipment because the intelligent text simply reads the desc from the equipment and doesn't change it in any way. Unfortunately there is no way to convert this to upper case.
If you are using version 2.1 then you could possibly use the keyword "#PML" to run your own PML to fetch the description and convert it to upper case but I'd say it is better ti change it on the equipment.
