Yes. It shouldn't take too much time for them. For example, inside Autodesk Inventor I have been told there is an option to save into a .step file just the "wrapper" (or the "skin") of the 3D model. No internal pieces are exported.
I think they can also suppress the export of holes or parts smaller than a given dimension.
